According to Charles Hathaway, ORA director: "Many people with grants will budget for publication costs. One needs to look at the terms of a grant award. However, dissemination of research findings, including meeting attendance and publication, is generally an allowable cost for most biomedical research funding agencies."
From Padraic Reynolds, Assistant Dean of Finance and Business Operations: If grants cannot pay for publication costs the departments will request to use their department budget, but the use of department funds for publications costs is approved, by the Dean’s office, on a case by case basis.
