It depends. 

You may be able to use grant money to pay for an APC depending on the terms of the award. Dissemination of research findings, including meeting attendance and publication, is generally an allowable cost for most biomedical research funding agencies.

If the grant cannot pay for publication costs, one may be able to use department funds. However, this requires approval from the Dean's office and is reviewed on a case by case basis.

APCs are only required for open access publication, and not all open access publications require them.
